The Online Representations and Certifications (ORCA) database is an e-Government initiative developed to replace the paper-based Representations and Certifications (Reps and Certs) process.
To submit offers on solicitations, you must first register in the System for Award Management (SAM). ORCA is now an integral part of the SAM registration. Part of your efforts to register as a contractor in SAM to do business with the federal government will include the ORCA process.
Prior to ORCA, vendors were required to submit Reps and Certs for each individual large purchase contract award. Now, using ORCA via SAM, contractors can enter their Reps and Certs information once for use on all federal contracts.
This site benefits not only contractors by allowing them to maintain an accurate and complete record, but also the contracting officer, who can view every record, including archives, with the click of a mouse.
You need to update SAM/ORCA at least once a year. You can update or change your Reps and Certs information whenever necessary. The 365-day clock will start over from the day of change.
Simply log in into your existing SAM account to update any changes to your reps and certs.
