Search Warrant Alert Medical Procedure (SWAMP): Police and Emergency Department Joint Response
The Department of Criminology at Indiana University of Pennsylvania is the Commonwealth's oldest and largest Criminology Department, offering undergraduate degrees in Criminology and Criminology Pre-Law as well as graduate degrees at the master's and doctoral levels. The Center for Research in Criminology and the doctoral program have more than twenty years of history engaging in advanced research and scholarship.
SWAMP is a rapid, electronic, judicially approved process consistent with the demands of due process and ethical medical approaches.
Itis the product of several years of criminal justice and medical ethics research and debate. It provides alternatives for law enforcement officers who encounter people in custody who have ingested drugs and pose a reasonable threat of serious injury or death to the officer, themselves, or others. SWAMP is offered as a model policy for best practices under these circumstances.
It isintended that law enforcement agencies and medical facilities across the country will benefit from this effort as they work toward cooperative arrangements to advance justice and save human life.
